A lost camp does not cease to exist, it gives up victory points.
Looting units cannot do anything else (ie rally)
There is no cease looting order, ...

The baggage is an enemy so in contact is within 4 ud.

You fail to see it has received orders, it just hasn't had to pay for it.

Both cases you add bonus, otherwise you are stopping short of a full move, which is not an option in these cases.
