So I think we've answered this ourselves.

A piece must be 100% within its 10x10 and if it doesn't fit, it must be discarded.

Yes, I would agree on a strict rules interpretation.

When does the conforming occur? Is it done during the same turn the melee eliminated opponents (after routs) -- or does conforming occur during the next movement phase?

I've fortunately been to both Paris FR and Paris TX.

You wouldn't believe how cool Paris TX is.
