Can William be a strategist in other years?

Agreed, thems the words written. But whilst it is written is it reasonable he only had one good year in his entire career?

We've known sports figures that had one inspiring season before ordinary-ness. So could be.

OK more seriously the idea may be to link to the 1006 troop requirements to limit flexibility. But maybe it was just an overly narrow note, that didn't get expanded upon. Having reviewed lists for other rules, even double checking another person's work the monstrous level of detail means things fall through the cracks.

You got Richard the Lionheart who is a strategist in France but not on crusade. I think justifying that requires some limberness of thought. So maybe we can clean these up in v 4.

And its questionable there is any justification for him being a strategist in 1066. One battle, wham, bang! More justification for him being a strategist in France.

Guillaume le conquérant is famous around the world because he had win the battle of Hasting. But he also had win many battles in France during his reign and, before invading England, had became one of the more powerful lord in western Europe. So i think he should be strategist at least from 1057.

Ce que nous savons de William nous vient de ses admirateurs plutôt que de ses critiques. Bien avant 1066, l'écriture de l'histoire en Normandie se composait de panégyriques à la louange de la dynastie au pouvoir.
