I was fiddling around with some ideas just now and was led to wonder whether evaders can pass through fortifications. I do not see anything that specifically addresses this in the rules, but I may have missed it.
On the one hand, all units can move through fortifications with no movement penalty. On the other hand, there is a CP cost, especially for mounted.
