Is this two lists under one list number, that is, it can be Blemmye or it can be Nobatae or can troops be draw from either to make up a combination list?

This is a list checking question, I have my view, but would appreciate any consensus one.

All I have is an opinion.

But I always read them as separate lists. They are laid out that way.

Look at the duplicated "bowmen" line for example.

and how they have separate headings. If it were one list why differentiate?

If I'm wrong, well, then they sure have a lot of required minimum troops. Over half the points are tied up that way.

It is an either /or.

Just as Southern and North Dynasties were the same number but two lists with no overlap.
