Just a 'quicky' hopefully.
Do units that do not exert a ZoC and cannot charge another unit (or move into support, of either kind) - such as WWgs, Art, & LF in the open against heavier units, still count as Most Threatening Enemy?

The definition of "The most threatening enemy" is spelled out on p35, first line of the first bullet in the section headed "The most threatening enemy".
