Are the Highlanders in list 179 allies? I can find nothing to indicate they are but they do have their own, bold, sub-heading.

They are not, it is an option. You can play island warriors alone or island and highlanders. In that case, the min/max applies

and you can see that the Galwegians are allies. So they must be taken in a seperate allied command.
