I don't think A would need two pips or a commander for its second move.
What's different in Herve's version of the rule is that units can be picked up and dropped by a group during the movement phase.
So it looks like you can do:
1st cp move group AB to join C
2nd cp move group BC leaving A behind
3rd cp move C independently of B
4th cp move unit D to join B
5th cp move unit A
Strategist's cp moves cavalry group DB this being B's 3rd move.
Which is quite radically different to my previous understanding of the rule.

In principle yes it seems so, though you would need to keep track of how many moves each unit had made, as well as using a lot of CPs to make all these moves.
Also the third move is going to be hard to pull off, since the commander needs to accompany the unit or group through all three moves to make a third move. Indeed, it could possibly be argued that the group has to remain intact through all three moves. Perhaps Patrick could confirm this? |

Patrick doesn't need to confirm that the units have to be a group for all moves because we have Herve explicitly saying that isn't the case:

Just to make yours correct.
If you reread Hevre's scenerio, A does move three times, so will require the general just like your scenerio.
One or two cp for the third move is not always one as Hevre implied.
