Yes, but you inflict 1 Cohesion loss on the LH.

You can’t interpenetrate if the interpenetrated panic the interpentrator.

You can’t interpenetrate those that cause you panic - so no LH through El or Cm.

I think the answer is yes. page 39 5th bullet. All mounted troops may pass through friendly Light Cavalry.

Page 12 Elephants are mounted.

AND under special cases mounted units interpenetrated by mounted that cause panic lose one cohesion point.

So the case of either elephants, or camels, or both was clearly envisioned.

So I think yes. And the light cavalry lose a cohesion.

It is VERY VERY important to read that bullet closely.
Honestly I had not.

Mounted units cannot interpenetrate units that cause them panic.
But
Units that cause Panic may interpenetrate mounted but inflict one cohesion.
