Yes.
The various types of swordsmen (Impact, 2HW, Polearm) do not suffer a penalty in terrain beyond the -1 for Rough and - 2 for Difficult.
This makes HI 2HW (especially if Elite or Armored) pretty good in Rough terrain. |
