P 13 says Javelinmen “can shoot and evade as light infantry”? Is this literally true, or just a throw away line that does not accurately describe how they shoot or evade?

i.e.,

(1) like LI shooting can they ignore the -1 when shooting from cover or difficult terrain?
(2) like LI can they interpenetrate friends in any direction while evading?
(3) like LI can they turn 180 degrees after evading and face the direction they came from?

You wonder if it should have been: "They can shoot. They evade like light infantry". Who knows?

Basically a text issue. 

Javelinmen can shoot (with the restrictions of LI javelins). They may also evade but are not LI, so with the restrictions of heavier troops.
