A coast is selected and placed.
A further terrain piece placement is rolled for and it falls in a sector with the coast. A 5 or 6 is rolled for it's position, so 2 UDs away from any table edge.
My group have always played it that the edge of the coast is the new table edge as the box on page 75 states 1-4 "Must touch one edge of the table or a river or coastline" so the new terrain piece must be 2 UDs from the edge of the coast i.e. at least 6UDs into the table.
An alternative view has been stated, in that because the 5/6 box says "Must be at least 2 UDs from all edges of the table" and does not mention a river or coast then the original short side remains the "edge of the table" and the new piece can be placed touching the coast.
I can sort of see the argument.

On a 5-6 you need not be 2UD from the coast, only a table edge. Coasts are not table edges but something different. A 1-4 allows you can touch either a table edge or coast. |

Just to add to the pile, a 4UD coastal zone leaves 6UD of width in the zone for placement of a max 6UD terrain piece. |
