This is an idea that has been applied successfully to other sets of rules, so I thought I'd float it here:
When units draw in a melee, both units lose a Cohesion.
This would not apply in the following circumstances;
1. If doing so would knock-out/destroy both fighting units
2. If one or both of the units was Light Cavalry or Light Infantry (it would not apply to any combatants in this situation)
3. It would not apply to units giving melee or simple support (so no change there)
The advantages are:
1. that it would speed up melees
2. make risks to Generals fighting in melee greater
3. make players consider more carefully (maybe) throwing already damaged units into melee
As I say, it's just a though
