The disorder modifier on p 56 says, "If a unit has lost one or more cohesion points, it is disordered and has a -1 modifier to all its melee and shooting rolls."

The shooting table on p 41 applies a -1 modifier to disordered shooters.

Should the target of the shooting apply a -1 to its dice if it is disordered?

I assume not, but want to check.

No you apply a -1 penalty only to the shooter. Target applies die roll mod for elite or poor and protection.
