This came up during the Cold Wars tournament this past weekend. A player with a Strategist commander wanted to remove a terrain element from the board. He rolled a 4 on the adjustment die, instead of the 6 he needed. Can he decide not to adjust the terrain element and try again, as his first attempt to remove the piece was a failure?
The rules, p69, allow a Strategist to make two attempts to adjust the same terrain element. The FAQ, p7, says that he cannot attempt to move the same terrain element twice, if the first attempt "is a success." In the end, we decided he could not, because he did not roll a 1 or 2, despite the fact that his 4 really was a failure of his stated intention.
Is either of those interpretations correct?
