Perhaps I can re-phrase the question;

Impetuous troops are not forced to move where this forces them to accept a negative factor. But, Are impetuous foot forced to give up a terrain advantage to fight in the open (where their opponents would be at a disadvantage fighting in the terrain currently occupied by the Impetuous foot)?

And I agree with the others that the rules as written do force Impetuous troops to leave the safety of the terrain, unless you spend the pips to keep them in place, or there is some other exception.

Yes, impetuous have to quit good terrain to fight in clear terrain or another but don't have to charge in a terrain than inflict disavantage.
