It costs 3 CP to stop an impetuous unit from charging.
Page 24 states that a General can use his free CP to stop a unit that he is with.
If a General is included in an impetuous unit, can his free CP be used to stop them from moving or does he need to add 2 more CP, to make a total of 3? |

You have to spend 3 CP to prevent impetuous to charge.
In your case general point + 2 CP = 3.
