The rules state that, under various situations, an unattached general must move to the closest friendly unit that is less than 5MU away. If it cannot it is destroyed.
Is this movement effected by terrain and/or enemy units. I would think it is, but could find no specific rule that states this. |

P24 describes movement of commanders. They have a 5U movement, unrestricted by terrain except impassable terrain.
Enemy units are not mentioned, but IMO generals should move around them. As generals take up no space on the table, it is simply a case of straight line measurements. |
