In 300pt armies the minimums and maximums are increased by 1.5 rounded down.

Are those same increases applied to an Allied List before you choose the allied contingent?

Therefore the second question about allies is whether your half maximum entitlement is rounded up or rounded down?

Same rule applies to ally list indeed.
Always rounded down.

I need to add that even if you round down, if the minimum on the original 200 points list was one unit or more, you must have at least 1 unit (on your 300 points-army allied corps). There is something about this on the allied corps part of the book.
I've experienced this early last week when building a list for the Moncheaux 300 points tournament ...
