List 226 provides for French and Spanish Crossbowmen mediocre for 7 points. This is the cost for ordinary Crossbowmen. The next line allows one to downgrade the Crossbowmen to mediocre for minus 2 points. What does this mean, please?

it's a bug. The original french army list allow 6 crossbow, which can be downed to mediocre for -2 pts
they can also be downgraded to light infantry crossbow for a cost of 4 pts.
