In the above example 11 and 22 are impetious cav and AA is an enemy cav unit. We have always played it that it would cost 2 CP for unmanuverable units to turn on the flank. Another player thought he could wheel 22 in his turn onto the flank of unit AA for 1 CP
I disagreed as the unmanuverable unit was already in combat and providing support and felt it went against the intent of the rules To restrict the actions of unmanuverable units by having them pay 1 more CP |

I agree if neither unit had an enemy on its front edge but 11 is in front edge contact with AA AND 22 is in side edge contact with AA ...so already in contact. So in order to turn on AA And cause it to drop a cohesion 22 must pay 2CP as it is unmanuverable
The real question is can 22 instead of paying 2 CP to make a quarter turn simply wheel to contact AA on the flank and only pay 1 CP ? |

Only if its not already in a position to support a friend in melee.
To the OP's question, I would say it cost 2CP because it is a quarter turn. The FAQ says a short move only costs 1CP though, so maybe an argument could be made. I'd prefer to have it explicit somewhere before giving that discount though. |

FAQ page 7.
2 can't do a quarter turn free because supporting.
But could if 1 would be destroyed.
In the exemple, 2 can pay 1 pc to wheel 1/4 (charge, So 1 loss for A) or 2 pc to do 1/4 turn (impetuous). |

I think page 9 of the FAQ if the poster believes the unit was able to WHEEL on to the flank.

Q : If an unmanoeuverable unit, in contact flank against flank with an enemy, wants to fall on the enemy’s flank, can he make a wheel so that he can pay only 1CP ?
A : Yes, if its front is not behind the enemy’s rear. Otherwise, we have to pay 2CPs to make a ¼ turn. |
