On page 32 Pike and Cataphracts are not listed as Unmanoeuvrable units, indeed they are listed as a Particular Case with regarded to turning. In Troop Descriptions however they are listed as being unmanoeuveable.

I wondered if any pronouncement has been made on this inconsistency.

Pike and Cataphracts are only partially considered as unmanoeuvrable units, according to the density of their formation. They are only considered as so for 90 or 180 turns. Otherwise, they are treated as normal units.

So Cataphracts and Pike are only unmanoeuvrable when it comes to turning (page 32) but not for instance when it comes to Contractions, Expansions or Disengaging.
