On page 78 the rules seem to state that with mixed units one can have either one of the other, not a mix. But there must be exceptions.

The Parthian Horse archers for example, if one takes the rule literally can have either 8-20 Light Cavalry bow or 8 med cav bow. Lets not even look at the cats!

Reasurance or clarification on this point would be most welcom.

A mixed unit is one with 2 different troop types, in the example on P78 these are Heavy Spearmen and Crossbowmen. In that example the mixed units replace both types if you select the Florence option for your army. Each list will specify whether mixed unit options replace all or only some of the original types. For example, List 235 (Burgundian Ordonnance) has:

Ordonnance Archers 2-6
Ordonnance Spearmen and Pikemen 0-3

With the option to:

Replace some ordonnance spearmen, archers and pikemen by mixed units 0-6

So in that instance you could have a mix of all 3 types.

The example you quoted of the Parthian list is not a mixed unit but 2 options for the "Horse Archers". You must have between 8 and 20 of these, but no more than 8 may be Medium Cavalry.
