Charge definition page 36:
Citation: | A charge is a move in which a unit contacts an enemy, which is not already in melee... |
So a move to contact the flank of an enemy already in melee is not a charge.Â
Imagine the friendly unit in melee with said enemy and hen disengages. Like so:

XB
Where X is an elephant and A B are cavalry
B has hit Nellie in the flank, A then disengages.Â
Nellie fights at +2 v mounted -1 for disorder =1
B fights at +1 v mounted +1 v flank -1 panic =1

You should consider that the Nellie fights at 0 (enemy front edge in flank or rear) -1 (disorder) = -1.
