From the FAQ:

86 - Late Imperial romans
Misprint : you can only have up to 2 cataphracts.

Does this mean that there is a limit of 0-2 Cataphracts, which are a SEPARATE troop type to the Equites so you must still have at least 2 Heavy Cavalry in the army even if you have 2 cataphracts,

or

that up to 2 Cataphracts can be selected as part of the the "2" in the "2-6" Equites?

I think that the latter would apply (i.e. you can have up to 2 cataphracts and that these would apply to the 2-6 restriction).

With the FAQ now limiting the number of cataphracts to a 'Max of 2' how many elite equites may be used

Is it maximum of 2 heavy cavalry of any type and a maximum of 2 cataphracts (4 in total)

or is it a maximum of 2 in total (that is heavy cavalry and cataphracts combined )

I notice the army lists published on the Madaxemans' wiki for Late Roman would appear to support the first version

ie Up to 2 elite heavy cavalry and Up to 2 elite cataphracts for a maximum of 4 in total
