Depends on how flexible you want to be. If you want to be able to be able to run the spear as spear without mixing then one troop type per base.

Thanks; I'm actually going with 10mm, so I'm considering putting two ranks on each of the 40mm x 20mm or 40mm x 15mm base, but haven't decided yet.
