Hi Guys,
This recently came up in a game.
A defending enemy corp had an untested unreliable commander.
That corp contained a heavy artillery unit.
One of my units came within range (8 UD) of the artillery piece but did not come within 4 UD.
Can the artillery unit fire in the shooting phase of my turn (i.e. the 1st turn of the game)?
We ruled that it cannot but it is not covered in the rules that I can see.

| P80, Hesitant Corpd, Bullet 1. The first sentence states that troops in an untested hesitant or allied corps cannot move or shoot. I think that covers it. |

Agreed, though this is really a ‘non-question’ due to the game’s sequence.Â
An enemy unit has moved (or started) in range of the heavy artillery. Before the corps can do anything, the player dices for its commander points, and (with exceptions) an unreliable commander becomes hesitant on a “1â€, which would prevent any action including shooting. |
