Paul Georgian had a significant influence on the byzantine lists. So he could answer better.
I don't know this period, but you can find almost every significant nation with a battle that is all foot or all mounted. We know players will bend the list to win, so is that really the standard of the army?
My personal view is the army should reflect the main operations of the army not the outliers. |

I think that is the right way to go. The edge cases can give players too much flexibility. Worse, perhaps, the edge cases can take away the flavor of the army.
