Having not used Hannibal before, there are a few things I'd like to get clear before I march my elephants along the Pennines to Glasgow.
Gallic Warriors (except in Spain)
Can I take them in, say, the army that marched through Gaul in 217 BCE? Please.
Ligurians
They're available everywhere, but Liguria is the coastal region around Genoa. Seems odd.
Spanish Scutarii
Three units doesn't seem enough. It's the same as the Ligurians.
According to Wikipedia  Hannibal left 20,000 troops to garrison the area south of the Pyrenees and released another 11,000 Iberians who didn't want to leave Spain. He then entered Gaul with 40,000 infantry and 12,000 cavalry.

Well, gauls and ligurians are mercenairies, they so don't stay in their home.
About spanish, using more ot them is done with allied. But you can use spanish models to gauls troops!!

Don't like allies, and as the Gauls won't come to Hannibal it looks like he'll have to go to them.

The french gauls didn't like Hannibal and sent him up the wrong pass.
The Italian gauls were happy to see him once they believed he was there to kick the romans.

Well "except in Spain" means everywhere except in Spain 
Ligurians were mercenaries, so found everywhere, and they're not impact or impetuous contrary to the spanish.
and you can take a Campanian ally, with lots of HI impact....
