P 71 says a player, "can choose to add vegetation or other types of cover available in a region" to a hill. It goes on to note that, "a gentle hill counts as rough terrain if it is covered with fields, brushes or plantations. It counts as difficult terrain if it is covered with woods."

Is that an exhaustive - complete - list, or merely some examples.? It does not mention the option to place a village on a hill, which we know from elsewhere in the rules is allowed. Nor does it mention the possibility of combining dunes with a hill.

Is it possible to combine hills with dunes?

A dune is a mound of sand formed by the wind it is in effect already a hill. Allowing dunes on a hill would be the same as a hill on hill.

Actually I would allow this.

The Dune terrain type does not confer a height advantage. I interpret this as representing a number of smaller "dunes" in one spot.

A Dune+hill would represent a single large dune able to confer a height advantage.

Having just driven through a desert a couple of weeks ago (Death Valley in the US) I saw both types. It was also clear that having a dune as a patch in the middle of "open" ground was perfectly reasonable.

But list is exhaustive, so no dune on hill,
In second way , rules says that hill covered with plantation, brush or field count s rough going and hill covered with forest count as difficult. So, in brit way of interpretation, hill with dune on would count neither rough or difficul, so woul count as open field!

Surely, if the list if exhaustive, a village is not allowed on a hill. But elsewhere it says it is. Are you saying that the village counts as good going when placed on a hill?

Well, I've been on coastal dunes and they've got bushes, so can we put a Brush on a Dune on a Hill if you're adjacent to Coastal Zone?

Dunes don’t provide “coverâ€, so on that basis fail the criteria listed on p71 to be added to a hill.


 More generally I am a little uneasy with the introduction of a general principle of “its not written in the rules, but Ethan once showed me his holiday photos and one of them covered it†into the FAQ.

 Ethan does take some lovely photos to be fair to him, especially the mountaineering ones, however to my mind including them all in the canonical interpretations of the rules does feel like a step that would take us all some way further than “I have a letter here from Phil Barkerâ€

Those who have seen the film “Ice cold in Alex†will recall a section of the film where the main cast spend a lot of time getting a truck out of the Qattara depression up a long steep sand hill. Elsewhere geographers mention so-called ‘mega-dunes’ as described by Ethan. These suggest the possibility of sand-covered hills in ADLG. 

That said, the thing that makes sand dunes difficult to traverse is that they have soft sand and steep sides, even if they are relatively low and otherwise flat.
A mega-dune in game terms would be a steep hill which is already difficult terrain, so covering it with dunes is irrelevant.
Gentle, dune covered hills are the only real question. In an ADLG region that already favours camels, I don’t think this is necessary or wise. Lionelrus has explained that the list is exhaustive and that was also my recollection from V3.

I agree this could perhaps have been expressed more clearly, though the other possible combinations of terrain on hills are obviously either nonsensical or would wreck the game - eg a hill covered by a gully, or picking multiple ’hill villages’ that could only be placed on flank sectors. 

And as Madaxeman says, the single ’hill village’ that is permitted is created by combining two terrain pieces. This provides a slight penalty by effectively removing a terrain piece for the benefit of fortifying the village.

If they just used an area of soft sand instead of adding dunes, it would much clearer as then you should be able put soft sand on a hill, even a steep hill as I have seen some massive sand dunes here in Oz.
