Try A&A Miniatures - https://www.aandaminiatures.co.uk/categories/?c=15
Code PLM08 in their Palmyran range - but they will work well for Parthian and Hatran cataphract camels.
Personally I think A&A make the best 28mm camels and they have quite a range. Their Middle Imperial Romans and Parthians are also very good.
If I could work out how to upload photos to this site I'd send you some of my own painted A&A cataphract camels, plus my Roman LCamels mediocre, again from A&A.
Hope that helps?

The Aventine miniatures Parthian cataphracts are brilliant - I have used them in my own Parthian (& Sassanid) army - that is a good choice.
I used the Warlord metal Parthian horse archers, as well as some of their Scythians and also some of the Aventine Parthian/ Early Sassanid Light cavalry as well. They all mix together very well.
The Parthian infantry is more of a challenge. For the ex-Seleucid Phalangites I used the Foundry miniatures figures with the trousers and long sleeved tunics.
For the Greek City Militia HF spearmen mediocre, again I used Foundry unarmoured Greek hoplites, but replaced the round hoplons with oval thureos shields. There is a carved relief showing them (https://www.biblioiranica.info/manpower-resources-and-army-organisation-in-the-arsakid-empire/ )
Footsore Miniatures do some very nice early Arab sling armed infantry and the Sassanid foot bowmen from Aventine make good Parthian LF bow or Bowmen.
Your main challenge might be getting the Mountain Indian figures to represent the Suren Indo-Parthian troops. They can be bought from Xyston in 15mm but I am not sure anybody makes them in 28mm. You might have to make do with earlier Indian infantry figures - First Corps do some nice ones.
Good luck with the project - I find it a fun army to play with. Buying all the HF spear and the ex-Seleucid pikemen can really confuse your opponant who is expecting all the cataphracts and the LC bow |

Bonne chasse ! |
