Bruttian, Lucanian, Apulian or Campanian allies (list 51 Bruttian, Lucanian, Apulian or Campanian) Does this mean they can be taken either as allies or not?
Given that having to classify them as Allies means they have to be in their own command and you run the risk of them being un-reliable, neither of which happened. So I'm assuming they can also just be taken 'not as allies'? Sorry if this has been broached before, but my French isn't that good and I couldn't find a search button.

Some list (like the ancient German or Classical Greek) are allowed allies from their own list. Representing different tribes or factions.
List 51 is the same - so you can take any one of Bruttian, Lucanian, Apulian or Campanian allies, to add to the main Bruttian or Lucanian or Apulian or Campanian army.
This increases the numbers of the core troop types available.
So for example, if a Bruttian list is allowed 2-4 MF impact elite, in the main army, your allied Bruttian contingent can also have between 1-2 MF impact elite, in addition to the core. Which is handy.
But as you say MarkK that allied contingent could go Unreliable on an initial command roll of a 1. However, their commander will cost you 3pts less.
However, if you choose a main Bruttian army (for example) and there are specific troop types only available to either Lucanian, Apulian or Campanians armies, you cannot take these troops in your Bruttian main army, other than as part of an allied contingent. However, a Lucanian, Apulian or Campanian allied contingent can each can take their own troop types, as long as they meet the criteria for an allied contingent.

So I take it you are asking about the Hannibal in Italy option.
If so, you may take Campanians and Italians as 0-2 Heavy Swordsmen. They are not allies
But if you pull from list 51 you take them as an allied command per the normal rules for allies. |

Dang that's what I thought, in other army lists they aren't included as allies and are under Carthaginian command. Making them allies means they have to go into 1 command and could become unreliable, neither of which are very desirable. |
