I looked at this pretty hard at one time. Based on, possibly fallible, memory I believe this is what's going on:
At the start of your turn, your commanders are usually immediately behind a unit they were attached to the prior turn. But now they are unattached, so they are free to move off somewhere else. Once they do attach, that's it for this turn.
At the start of your turn, all commanders are unattached (unless engaged in combat.)
You can freely attach to any adjacent friendly unit anytime during the movement phase. Often you will simply reattach the unit you were previously attached to.
Once attached you must move with the unit for the remainder of the turn unless you are forced to flee.
If unattached you can move up to 5UD using the free CP (only).

My interpretation is that a commander is attached for a turn, but can attach to a unit "for free" if already in contact.
Page 27 under "Attaching a commander to a unit", first sentence: "An individually based commander can be moved individually or be attached to a unit,..."
I read this as you attach or move, so must be touching already to attach,
It's only in the next paragraph that rules are given for moving commanders to attach to units using their commander CP.
The next section ("Free command point") details what an attached commander can do with a free command point.
This includes moving individually and using the CP on attached units in 3 separate BP. Again implying that attaching happens before and independent of using the commander CP to move.
The commander staying attached for the turn is a requirement to commit to moving with that unit for the rest of the turn, |
