You are allowed to choose a hill for your BUA to be placed on. If I choose a gentle hill am I allowed to choose a rough going cover (such as brush) for this hill making it rough going or am I limited to good going or difficult going? |

Page 64. Hills. You can have a rough or difficult covering on a gentle hill. |

I believe so, this counts as two terrain picks (the BUA and the hill, the rough covering is "free"). |

The rules say you can have three woods and two hills covered in woods in "Forest" which allows three woods and two hills.
The hill covering is additional to the limit for the region, but must be allowable in that region. |
