The rules state that LF have a ZOC that applies to non Light Troops that are in the rough or difficult terrain. At the risk of asking a very cheesy question does the ZOC only apply if the non light troops are in the same terrain feature as the LF?

Yes, the ZOC applies against any "heavy"" unit at least partially in a rough or difficult terrain, this is not specified if the terrain element must be the same. For example in the cas of a LF in a field, its ZOC can be exterted into a village adjacent to the field.

So can a LF in open terrain project a ZoC into terrain against a heavier troop type? (Unlikely scenario I know, but the man did say "fromage")

No the LF have to be in rough or difficult terrain as well as the non-light Troops to have a ZOC affect.
