Can Light Infantry (LI) launch a flank attack/charge on an existing melee in open terrain?

Yes.

This is technically a move to support.

They don't cause a cohesion drop or take the target's base factor to zero but they do remove abilities as listed in the first paragraph on page 57

Most of these are impact factors but if you can charge a target frontally and THEN move LI into a legal flank contact you can really annoy your opponent as his unit loses impact and furious charge

But beware, if the opponent can move a unit into contact with the flank or rear of the LI that has done this, that LI unit cannot evade and is automatically destroyed (if the LI are merely in a support position on the flank of the unit in melee, it can evade as usual)
